apt-rpm dist-upgrade

I've done this transition incrementally using yum, but not apt-get. (I
never have understood why people who like apt-get so much don't just use
debian.)

Upgrade 7.3 to 8, then to 9, then to FC 1. Set aside a day or so
though. It's certainly much faster to upgrade using your favorite
boot.iso/cd/nfs/ftp/http process. Too bad you can't run anaconda
remotely. Using the cd you shouldn't have to upgrade incrementally.
